Minimum Qualifications
The Associate Commissioner Mental Health is in the non-competitive class, designated policy influencing and confidential. A bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for people with mental illness.
Preferred candidates will have executive level experience in a large behavioral health organization and will possess a clinical or operational leadership and/or quality management background and strong administrative skills. We are seeking a proven leader with a passion for patient centered recovery-oriented care, experience successfully navigating system transformation, and the ability to work at multiple levels in a large and complex matrix organization. Candidates must address size and scope of managerial experience in their cover letter or resume.
Duties Description
The New York State Office of Mental Health is seeking a qualified candidate for the non-competitive, policy influencing position of Associate Commissioner Mental Health, M-7, for the Division of Community Program Management and Managed Care, Adult Community Care Group.
Under the general direction of the Senior Deputy Commissioner, the Associate Commissioner directs the Adult Community Care Group. The Adult Community Care Group develops, manages, and oversees a broad array of adult mental health programs and services delivered by local governments and voluntary, non-profit agencies statewide. This group consists of three Bureaus: Program and Policy Development; Rehabilitation Services and Care Management; and Housing Development and Support. Program and Policy Development Bureau is responsible for the development, evaluation, and review of adult community-based mental health programs, initiatives, and policies serving/impacting specialized mental health and/or co-occurring disorder populations. The Bureau of Rehabilitation Services and Care Management oversees select adult community programs funded and/or licensed by OMH, including rehabilitation, care coordination, rehabilitative waiver services, case management, assertive community treatment, personalized recovery-oriented services, and supported employment. The Bureau of Housing Development and Support oversees OMH’s housing development and support; including licensed housing, supported housing, and capital development initiatives statewide. In addition to the Associate Commissioner has policy oversight for all community-based outpatient behavioral health services in New York State.
The Associate Commissioner also works in partnership with the Managed Care Division to provide programmatic direction to managed care design and oversite. The incumbent works closely with County, voluntary agencies, and other providers to ensure that state and federal resources are effectively managed, and providers deliver quality mental health services throughout New York State. The Associate Commissioner Mental Health is an essential member of the executive management team in the Office of Mental Health.
