NYAPRS Note: If you feel a bit overwhelmed by the state’s plan to move Medicaid service reimbursement to a Value Based Payment design, add to this the state’s thinking about how to include Medicare as well. Attached is a copy of the handout distributed at last week’s Value Based Payment Work Group. We’ll offer a summary and analysis of the VBP initiative in a few weeks.
The New York State Proposal to align Medicare’s and NYS Medicaid’s reform efforts is now available for public comment through August 31, 2015. Both the Centers for Medicare & Medicaid Services (CMS) and New York State (NYS) have embarked on an ambitious journey to improve outcomes for patients and populations, reward the delivery of high value care by providers, and increase long-term financial sustainability.
The Draft Medicare Alignment Paper presents an approach to maximally align CMS payment reform efforts for Medicare to the NYS Medicaid Payment Reform Roadmap which was recently approved by CMS on July 22, 2015.
The proposal will continue to be developed with the input of the Value Based Payment Workgroup and other stakeholders including, but not limited to, NYS health plans, managed care organizations, provider associations, legal firms specializing in health care contracting, other state agencies, community based providers, patient advocates, Performing Provider Systems and other industry experts.
Public comments should be submitted to dsrip@health.ny.gov by 3:00 PM on August 31, 2015.
