DUTIES:
- Provides medical advice to senior management.
- Organizes, plans, coordinates, and evaluates major medical needs, strategic initiatives and programs within the agency.
- Provides medical program consultation and/or technical assistance to the agency program components.
- Researches and evaluates the effectiveness of current strategic initiatives to ensure that medical information and strategies are incorporated and included in their design, evaluation, and implementation.
- Provides expert advice on medical considerations and related matters which impact on program plans and/or goals.
- Formulates and presents reports or statements responding to medical components of major policy and legislative questions and/or inquiries.
- Utilizes scientific and medical expertise to advise the Advisory Committee from a medical perspective on the broadest possible range of medical and scientific policy questions.
- Organizes, directs, and participates in national meetings and symposia involving recognized experts and leaders in behavioral health, preventions, treatment, and clinical fields.
- Represents the agency on medical, clinical, scientific and/or behavioral health matters.
- Participates in or leads task forces and interagency working groups, coordinating fact-finding reports, and develops written documents addressing issues as well as future impact on medical responsibilities.
Basic Requirements
Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant’s graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]

Have one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience working with a public health, mental health and/or substance abuse disorder program on multiple, complex programs and independently analyzing and writing reports, memos, or other documents related to these public health programs and issues; planning and carrying out individual projects as well as leading team projects; has expert level understanding of the medical policies and regulations in which public health programs operate, their funding mechanisms and sources, and federal involvement in these programs and related policies; has independently provided written and verbal program and/or policy recommendations to senior management, and has experience providing medical program consultation and technical assistance to an agency or organization.
