NYAPRS Note: OMH and OASAS have reached an agreement with CMS (the federal Medicaid agency) to transition some but not all of our Adult Behavioral Health HCBS to the new Community Oriented Recovery and Empowerment (CORE) Services design, with specific timelines to be released going forward.

CORE services will include Peer and Family Support, Community Psychiatric Support and Treatment and Psychosocial Rehabilitation Services, which will support individuals’ employment and educational goals.

HCBS will continue to cover means Habilitation, Education Support Services, Prevocational Services, Transitional Employment, Intensive Supported Employment, Ongoing Supported Employment, and Non-Medical Transportation and will still get referrals from Health Home Care Management Agencies and Recovery Coordination Agencies using the NYS Eligibility Assessment.

This memo is in follow-up to the April 30, 2021 listserv announcement regarding a delay in the implementation of Community Oriented Recovery and Empowerment (CORE) Services.
Through our conversations with the Center for Medicaid and Medicare Services (CMS), the Department of Health, OMH, and OASAS will pursue transition of the following Adult Behavioral Health Home and Community Based Services (BH HCBS) to CORE Services: Community Psychiatric Support and Treatment (CPST), Psychosocial Rehabilitation (PSR), Empowerment Services – Peer Support, and Family Support and Training (FST). As previously discussed, CORE PSR will be broadened to support individuals with employment and educational goals. The remaining services ineligible to transition to CORE will remain a part of the HARP/HIV SNP benefit package under Adult BH HCBS. This means Habilitation, Education Support Services, Prevocational Services, Transitional Employment, Intensive Supported Employment, Ongoing Supported Employment, and Non-Medical Transportation will continue to be offered by designated providers.
Key Information for Providers:

Health Home Care Management Agencies and Recovery Coordination Agencies will continue to complete the NYS Eligibility Assessment (EA) and follow existing policies to make referrals to BH HCBS. See the Adult BH HCBS Workflow Guidance for all BH HCBS requirements.

Eligibility for CORE Services will be based the recommendation of a Licensed Practitioner of the Healing Arts. The NYS EA will not be required for referrals to CORE.
