Adult Career and Continuing Educational Services – Vocational Rehabilitation (ACCES-VR) Delaying new contract start date to January 1, 2014
NYAPRS Note: In an effort to provide our members with the latest news regarding ACCES-VR new Core Rehabilitation Services (CRS) contracts, this week Len Statham, Employment and Economic Self-Sufficiency Specialist for NYAPRS attended a meeting in Albany with Deborah Brown-Johnson, Commissioner of ACCES-VR. Currently the NYS Comptroller’s Office is reviewing the results of the proposed Awards. Because of some new procedures that New York State has established, such as the new pre-qualification requirements for not-for-profit grantees, ACCES-VR has decided to adjust the start date for the new CRS contracts to January 1, 2014. The current (Unified Contract Services) UCS contracts are in place through December 31, 2013 and the Supported Employment Contracts are established through September 30, 2013. Therefore, they will continue to provide services under the current (UCS) and (CRS) contracts through December 31, 2013.
As indicated all awardees are now required to pre-qualify for the contract. It is recommended that you get started with this immediately. The following is a summary of the steps that must be taken in order for you to prequalify:
- Go to the Grants Reform website at www.grantsreform.ny.gov/grantees and download a copy of the registration form. Please review the instructions for submission to this form. The form must be signed and notarized by an authorized representative of your organization, and must be sent to the Division of Budget as soon as possible in order to gain access to the Grants Gateway to enable pre-qualification.
- Upon submission of your registration form, you will be provided with a User ID allowing you to gain access to the Gateway. From there, please logon to the Gateway System and begin your prequalification application.
- Vendors who already submitted registration materials and received their user credentials can begin to upload documents into the Document Vault and complete their on-line prequalification questionnaire.
- As you fill out the questionnaire, please refer to the Gateway Training Materials and resource links posted on the “grantees” section of the Grants Reform website to help you navigate the questionnaire.
