Uninsured Benefit From Waiver?

Department of Health officials are in talks with CMS about extending the benefits of the Medicaid waiver to New York state’s uninsured residents.
The discussions center on “what can we formally do to extend benefits to the uninsured,” Jason Helgerson, the state’s Medicaid director, said at a health care conference hosted yesterday by City & State magazine.
Providers will be making fundamental changes in their delivery systems, which won’t be limited to a single population, such as that covered by Medicaid. The changes ahead under the waiver are meant to transform the legacy health care delivery systems into ones aligned with current trends, such as greater integration and more risk arrangements.
“This is about permanent restructuring,” said Mr. Helgerson. “Our hope is [that systems] emerge almost as a new provider type.”
