BACKGROUND
By the end of 2014, with a few small exceptions, any dual eligible over age 21 who wants to apply for Medicaid home care services will be required to enroll in a Managed Long Term Care (MLTC) plan to obtain those services. MLTC enrollment first became mandatory in NYC in fall 2012, and then in early 2013 rolled out to Long Island, Westchester, Orange & Rockland Counties, and starting now in April 2014 in Columbia, Putnam, Sullivan, Ulster counties, following on the tails of Albany, Erie, Onondoga and Monroe counties in the last few months. The schedule for statewide roll out is posted here – GIS MA 14/004.
This webinar will explain the three different types of MLTC plans, the enrollment process, exceptions to who is required to enroll, and tips on how to select an MLTC plan. Also learn what consumers’ rights are when they transition from receiving home care through their local county Dept. of Social Services, Lombardi program or other type of home care. Learn about appeal rights. You will receive the PowerPoint and other materials either before or soon after the webinar.
Meantime, here is a list of plans in each county, listed by county and type of plan – MLTC, Medicaid Advantage Plus or PACE (current as of March 2014).
Read the official State brochure explaining MLTC, click here – http://nymedicaidchoice.com/program-materials. At this link you can download the brochures for MLTC (for dual eligibles) and for Medicaid Managed Care (those plans are for people who are NOT dual eligible).
Also at same link download lists of Long Term Care plans (MLTC) for each region that now has a county with mandatory enrollment (except for the latest region including Ulster County). Note that the lists of “Health Plans” at the link are the “mainstream” Medicaid Managed Care plans that are NOT for dual eligibles, but do provide home care services to people who are not dual eligibles. You will learn the differences between all these plans in the webinar.
