HOSPITAL ALTERNATIVES at NYAPRS RESCHEDULED ALBANY LEGISLATIVE DAY!
The NYS Assembly and Senate released their calculations around how much there is to spend this session beyond Governor Hochul’s $227 billion budget proposal for 2023-2024. Based on each House’s calculations:
-
The Assembly has identified an additional $1.078 billion, due to “differences in economic projections and how these translate into tax receipts.” These assessments and are reviewed by an independent panel of economists.
-
For SFY 2023-24, Senate Finance Committee staff identified an additional $1.3 billion or 1.0 percent higher than the Executive Budget Financial Plan forecast. “This analysis, prepared by the Senate Finance Committee staff, will support our careful deliberation of the revenue and economic projections contained in the SFY 2023-24 Executive Budget.”
Both houses are poised to release their separate ‘one house bills’ in the coming days as to how they propose to spend these additional dollars, as well as some additional funding they believe can be ‘reprogrammed’ from the Governor’s budget.
Following the release of the one house bills, both houses will convene joint budget committee meetings for each area of the budget, ours being ‘mental hygiene.’ Ultimate, reps from both houses and the Governor’s Administration are scheduled to reach a final budget deal by April 1.
The bottom line: NYAPRS members and other advocates for New Yorkers with mental health, substance use and trauma-related challenges and the services they receive must go all out in the coming weeks to influence what’s in the one house bills and in the final agreement.
Every other group will be looking to capture these funds so we have to be the loudest!
