O-Agency Link-Outreach-Vaccinate (O-LOV) COVID-19 Vaccination Program
The New York State Office of Mental Health (OMH) and Office of Addiction Services and Supports (OASAS) are collaborating to improve access to COVID-19 vaccinations for eligible individuals within their care systems. The O-Agency Link-Outreach-Vaccinate (O-LOV) vaccination program will include sites at OMH psychiatric centers across the state that will offer both on-site and mobile community vaccination services.
OMH will host a statewide webinar reviewing this program for OMH and OASAS provider agencies from 3-4 p.m. this Wednesday, February 10, 2021.

As of February 8, 2021, the following population groups can receive vaccinations from O-LOV sites:
Group 1:

Staff with patient facing responsibilities in OMH operated, funded, or certified residential programs

Staff with patient facing responsibilities in OASAS operated, funded, or certified residential programs
Group 2:

Staff with patient facing responsibilities in OMH operated, funded, or certified ambulatory treatment or support programs

Staff with patient facing responsibilities in OASAS operated, funded, or certified ambulatory treatment or support programs
Group 3:

Clients in OMH operated, funded, or certified congregate residential programs

Clients in OASAS operated, funded, or certified congregate residential programs
Group 4:

Clients age 65 or older in OMH operated, funded, or certified ambulatory behavioral health treatment or support programs

On Thursday, 2/11/21, the O-LOV vaccination program website will be updated to include the following information:
How to get a vaccine
Eligible individuals will be able to access a vaccine appointment at one of the O-LOV psychiatric center sites through two methods. NOTE: clients and staff should have a vaccination scheduled via only one of the two methods below:
Provider Agency Scheduling: O-LOV outreach team members from OMH and OASAS will work with provider sites to identify dates and times at specific psychiatric center vaccine clinics for groups of clients and/or staff to be vaccinated. Outreach team members will arrange and confirm scheduling by communicating directly with psychiatric center vaccine clinic schedulers after an agency confirms the number of individuals available and willing to be vaccinated at one of the weekly clinics. NOTE: Outreach team members will contact provider sites based upon information providers submit weekly to the NYS Multi-Agency Vaccination Data Collection System. At this time, there is no need for provider agencies to contact OMH or OASAS to arrange for provider agency scheduling. Providers must update the NYS Multi-Agency Vaccination Data Collection System weekly to ensure the O-agency outreach teams are aware of your need.
Each week, provider sites will be contacted based on relative need (i.e., greatest numbers of unvaccinated individuals), types of services offered, proximity to available vaccination sites, and regional criticality for immunization. Outreach team members will further have discretion to schedule any provider agency clients or staff for vaccination depending upon factors such as transportation limitations and individual client needs. The OMH and OASAS outreach teams will also determine when mobile vaccination teams are needed to administer vaccines.
Individual Scheduling: Individual scheduling will also be available for eligible individuals who do not need or do not wish to have a vaccination appointment scheduled by their provider agency. Beginning on Thursday, 2/11/21, the O-LOV vaccination program website will include a link for individuals to schedule appointments at one of the O-LOV psychiatric center vaccine clinics. Individuals will be directed to an OMH eligibility determination page and following confirmation of eligibility, the individual will gain access to links for scheduling an appointment at one of the psychiatric center O-LOV vaccination sites. Appointments for follow-up second doses of vaccine (if indicated) will be made on-site immediately following the first vaccine dose. The first available appointments will be for 2/16/21 and appointment times will be made available for the three-week period of 2/16/21 – 3/5/21. Subsequent blocks of appointment times will be made available through the website on a rolling basis.
Revisit the O-LOV vaccination program website for regular updates. At this time provider agencies should not contact OMH or OASAS directly on this process. Our outreach representatives will contact programs directly, and appointments may be made directly through the scheduling application. We will continue to update the field through regular provider communications, including the posting of information on the O-LOV vaccination program website.
