CQC Sets Public Forums on Future of Federal Protection & Advocacy / CAP Programs in New York
CQC will hold three public forums in February to receive public comments on possible changes to the administration of seven federal Protection and Advocacy programs (P&A) and the Client Assistance Program (CAP).
The Commission invites current or former clients of the P&A/CAP system, advocates, stakeholders, and other individuals interested in the issue to provide public comment, either at the forums or in writing.

SUBJECT: Protection and Advocacy/Client Assistance Programs Administration
PURPOSE: To receive comments regarding the administration of the federal Protection and Advocacy (P&A) programs and the Client Assistance Program (CAP). The Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) serves as the designated P&A and CAP provider in New York, administering 44 P&A/CAP contracts to 20 contractors. SUMMARY: CQCAPD invites current or former clients of the P&A/CAP programs, advocates, stakeholders, and other individuals interested in the P&A/CAP programs to provide public comment. We seek input on the following questions:
- What constitutes an effective P&A/CAP program?
- What successes and challenges have you encountered while working with New York’s P&A/CAP programs?
- Would the P&A/CAP programs be better served by a not-for-profit agency administering New York’s P&A/CAP programs?
- What are the potential effects on service delivery, including client service and access to resources?
- What are the organizational advantages and disadvantages that might result from transition to a not-forprofit agency?

SUPPLEMENTARY INFORMATION: Comments will be limited to three minutes per person and may be supplemented with written statements. Organizations and individuals who wish to present comments at a particular forum are encouraged to register in advance on-line or by calling CQCAPD at (800) 624-4143 (Voice/TTY/Relay) no later than five business days prior to the forum date.
The forum sites will be accessible to individuals with disabilities. Sign language interpreters, real-time captioning, and assistive listening devices will be provided.
