Update on NY’s Most Integrated Setting Coordinating Council
In Governor Cuomo’s recent state of the state address, he emphasized that “as the Supreme Court ruled in Olmstead v. L.C., people with disabilities have a right to receive care in the most integrated setting appropriate to their needs. Therefore, we will develop an Olmstead Implementation Plan that will guide the transition of individuals from institutional to community-based care, provide access to affordable and accessible housing, and promote employment of persons with disabilities.”
The Cuomo Administration is getting right into action. Following is some information about some immediate next steps.
- Public (non-governmental) members of New York’s Most Integrated Setting Coordinating Council will be meeting by teleconference with Administration officials to discuss how the MISCC can best support the development of a NYS Olmstead Plan. Those members currently include Lisa Holmes, Patricia L. Fratangelo, Kimberly T. Hill, Constance Laymon, Karen Oates, Carol Raphael and Harvey Rosenthal (there are 2 vacant seats currently).
- MISCC Chair and OPWDD Commissioner Courtney Burke has identified some additional staffing support dedicated to working on the Olmstead Plan.

All of the 2012 MISCC meetings will be held at the Empire State Plaza, Concourse Meeting Room 6 from 1:00pm to 3:00pm.
