This webinar will introduce SAMHSA’s Bringing Recovery Supports to Scale
Technical Assistance Center Strategy (BRSS TACS) State Peer Awards for
Health Care Reform Education. The awards are intended to enable up to
eight (8) peer-run organizations undertake outreach and dissemination
efforts that educate peers/consumers/people in recovery and service
providers about health care reform. Eligibility is limited to
organizations operating in one of the 29 States likely going forward
with the establishment of an affordable insurance exchange as identified
by those States receiving an HHS Health Insurance Exchange Establishment
Grant. The State Peer Awards will cover two key provisions of the
Affordable Care Act (ACA).
The first is the Essential Health Benefits (EHB), which will, upon
implementation, ensure that health plans offered in the individual and
small group markets, both inside and outside of the Affordable Insurance
Exchanges, offer a comprehensive package of items and services, known as
Essential Health Benefits (EHB). These include substance abuse and
mental health services. The State Peer Awards will also cover the new
eligibility rules for ACA financed health insurance affordability
programs including Medicaid and premium tax credits for purchasing
coverage within an Affordable Insurance Exchange. The webinar will
provide an overview of the BRSS TACS State Peer Awards application
process and SAMHSA expectations regarding how sub-contract activities
will address information dissemination on these two key provisions.

29 States with HHS Health Insurance Exchange Establishment Grants and
organizations providing technical assistance to peer-led
organizations/recovery community organizations.
