City of New York Department of Health and Mental Hygiene JVN #: 81612144579MP Civil Service Title: Deputy Director of Rehabilitation Title Code No.: 1002A Office Title: Deputy Director of Rehabilitation Division/Work Unit: Mental Hygiene/Bureau of Mental Health (Office of Rehabilitation) Hours/Shift: Full-Time Salary: $56,937 – $88,649 Work Location: Queens, NY Job Description The Bureau of Mental Health is responsible for mental health service delivery to New York City consumers. Through contracting directly with NYC service providers, the Bureau is responsible for procuring and overseeing over 700 treatment, rehabilitation, housing, case management, advocacy, and Assisted Outpatient Treatment programs comprising over $200 million. The Office of Rehabilitation is responsible for managing all contracted and designated mental health Clubhouse, Psychosocial Club, Employment, Advocacy, Self-Help, Outreach and Mobile Crisis programs. In addition, the Office of Rehabilitation monitors program performance through data collection and analysis, ongoing site visits, and the provision of technical assistance to providers to improve program performance and functioning in order to best serve NYC consumers. This office works closely with the Offices of Housing and Consumer Affairs to ensure that services provided to supported housing tenants promote employment and recovery and advocacy programs are consumer driven. The Deputy Director will: -Provide direct supervision to Rehabilitation Office – Staff. -Conduct regular staff meetings to review the productivity of rehabilitation programs in contract with the Department and staff performance of the program specialists charged with monitoring these programs. -Oversee all new rehabilitation programs. -Identify programmatic and system improvements designed to increase the effectiveness of mental health rehabilitation services in New York City. -Work closely with the Offices of Housing and Consumer Affairs in integrating rehabilitation with housing services and coordinating initiatives that promote recovery, employment and economic self-sufficiency in the programs that the Department funds. -Work with other Mental Health Bureau Offices and staff, providers, governmental partners, and community members to develop and create guidelines and tools to improve the rehabilitation and recovery orientation of community mental health programs and to improve the performance of those programs directly overseen by the Office of Rehabilitation. -Participate in establishing and maintaining the strategic direction of the Office of Rehabilitation. -Establish programmatic policy through ongoing analyses of all rehabilitation-related programs, activities, regulatory and legislative issues, and best practices. -Prepare and present monthly and quarterly reports on Office activities and program performance. -Coordinate materials, resources, tools and trainings for staff and providers to promulgate and implement best practices in their programs; and other duties as assigned. -Work collaboratively with partners in sister state and local government agencies that license or fund services that serve individuals in recovery from mental illness and co-occurring disorders. Preferred Skills The ideal candidate will possess extensive management and supervisory experience within a complex organizational structure. Strong leadership abilities; ability to manage multiple priorities and motivate staff; ability to work well and communicate effectively; a proven ability to work as part of a team; and broad knowledge of mental health services, rehabilitation and recovery, and community supports. Strong facility with program data. Qualification Requirements 1. A Master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analyst, operations research organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A Baccalaureate degree from an accredited college and four years of professional experience in the areas described in (1)above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in (1) above.
