New York State Food Stamp Replacement Benefits

– According to the Hunger Action Network, Senator Gillibrand’s office has informed us that the federal government has authorized that every current SNAP (food stamps) recipient in the impacted areas/zip codes for the storm automatically will get 50% of October’s benefits placed on their cards.
– FNS is authorizing the replacement of 50 percent of the October benefits for households in Nassau, Orange, Putnam, Rockland, Suffolk, Sullivan and Westchester Counties and the 76 designated ZIP codes in New York City. We estimate the total benefit replacement amount to be approximately $65,000,000.
– The feds also approved the state waiver to allow SNAP recipients that reside in areas that currently have individual assistance designations (i.e. Bronx, Kings, Richmond, Queens, New York, Nassau, Rockland, Suffolk, and Westchester) to have the ability to purchase hot foods and hot food products with SNAP benefits, and to consume them on-premise, where practical, through November 30, 2012.

You can receive replacement SNAP (Food Stamp) benefits for the cost of food lost due to:
– Flooding
– Extended power outages or equipment (refrigerator/freezer) failures
– Dislocation (evacuation) due to an emergency leading to an inability to access food
All requests for Food Stamp replacement benefits must be reported within 10 days after the loss occurred. Report your loss at your local HRA Food Stamp Center or contact the F ood Bank For New York City for more information at (917) 304-9634
GAS:
Governor Andrew M. Cuomo today announced that temporary fuel trucks will be deployed in key locations in New York City and Long Island in order to help provide gas to emergency vehicles and the general public. The trucks are provided by the U.S. Department of Defense at the direction of President Obama and are being deployed in coordination with the New York National Guard at the direction of the Governor. The 5,000 gallon trucks will be deployed throughout the morning and there are an additional 150,000 gallons of fuel avai lable to restock the trucks throughout the day. There is a 10 gallon limit per vehicle. Cars can fill up directly off of the truck.

Gas: Governor Cuomo said yesterday that 28 million gallons of gas are heading to NYC.

As New York recovers from Hurricane Sandy, nonprofits are mobilizing to assist in immediate recovery efforts and to coordinate long-term strategies to help people rebuild. HSC is working with government, our members, and others to compile information that is helpful to the sector. Below are ways to find out how you can help and valuable resources for your organization as you participate in relief efforts. We will be updating this list periodically.
HSC is deeply saddened to report that one of our partners, Jon Kest, Executive Director of New York Communities for Change, suffered the loss of his daughter, Jessie Streich-Kest, in the storm. For information on making a donation in her name, click here.

Resources for nonprofits
– Brooklyn Community Foundation is launching the Brooklyn Recovery Fund today and has raised nearly $500,000 already. See attached documents fo r more information.
– New York City is setting up Disaster Assistance Service Centers (DASCs), which will provide support in dedicated areas. The City will coordinate with nonprofits to support New Yorkers in need of services in these areas, and HSC will provide more specific information as it becomes available.

– NYC has put together a package of support for businesses impacted by the storm
– Emergency loans of up to $10,000 for small and mid-sized businesses that have been interrupted as a result of the storm.
– For larger businesses that were damaged, temporary City and State sales tax deferment on materials needed for rebuilding.
– For businesses displaced from their locations, we’re offering temporary office space free of charge at the Brooklyn Army Terminal for the next 30 days.
– EDC has about 40,000 square feet of space at the Terminal that is now available for this use.
– Loans up to $2 million are also available for business property losses not fully covered by insurance – and for businesses that have had cash flow problems caused by the storm and need funds to get back on their feet.
– That applies to small businesses, agricultural co-ops, a nd most nonprofits, regardless of size.

– Make a financial contribution to the Mayor’s Fund to Advance New York City, and direct it towards Sandy relief and recovery efforts.

LONG ISLAND
Suffolk County Shelter Available For Those With Special / Vulnerable Needs
With predicted colder weather coming to the area, Suffolk County has opened a special medical facility for disaster survivors who need more assistance than a regular shelter can provide.
The Yaphank Alternative Medical Facility has 60 temporary shelter beds available for those who are medically venerable, mobility challenged, have a cognitive disability or have other issues that make a staying at home a less desirable option. Oxygen, electric, food, showers are being provided for those in need.
