The proposal would mean a reduction of about $416 million total in 2013-14 (approx. $208 million in state funds). The Medicaid redesign process has resulted in many changes in the Medicaid program that, according to the Governor and Department of Health, have helped reduce the growth in Medicaid expenditures. This proposed reduction, to be implemented next month, is significant, not fully understood, not thoughtfully planned, and unable to be carefully analyzed.
