This Webinar will address how implementation of healthcare reform can reinforce and expand the recovery orientation of behavioral health care. For example, the requirement for parity in coverage for behavioral and physical health conditions presents opportunities to significantly increase access to care and improve the quality, timeliness, and effectiveness of care for what have historically been underfunded services for undertreated conditions. The person-centered health homes model promoted by the Affordable Care Act closely resonates with the development of recovery-oriented systems of care that offer clients the chance to participate in collaborative decision making within a more holistic perspective. A third element of the legislation acknowledges the critical need for health navigators to perform instrumental functions supporting medical and clinical health home staff. There are many reasons why the health navigator role may be taken up by persons in recovery-combining the value of health navigation with that of peer support. Peer health navigators will assist clients to identify life goals and recovery plans; select from the available benefit plans, services, and supports they find most responsive and useful; explore community resources; and facilitate effective use of available services and supports in the process of exercising self-care.

Two national behavioral health leaders-Ron Manderscheid, Ph.D., and Harvey Rosenthal-will discuss healthcare reform in terms of financing and funding, increases in the recovery orientation of behavioral health care, and the tremendous potential for the emerging peer support profession.
Dr. Manderscheid is the Executive Director of the National Association of County Behavioral Health and Developmental Disability Directors, a national voice for county and local behavioral health and developmental disability authorities in Washington, D.C., and Adjunct Professor in the Department of Mental Health, Bloomberg School of Public Health at Johns Hopkins University. Having worked for more than 30 years in public policy and behavioral health, Dr. Manderscheid is a renowned expert in mental health services research, statistics, and reform. He is a member of the Secretary of Health and Human Services Advisory Committee on Healthy People 2020, past president of ACMHA: The College for Behavioral Health Leadership, and former director of Mental Health and Substance Use Programs at the Global Health Sector of SRA International.
Harvey Rosenthal is the Executive Director of the New York Association of Psychiatric Rehabilitation Services, Inc., a statewide coalition of people who use and/or provide recovery-oriented community-based mental health services. Mr. Rosenthal has more than 20 years of experience in community mental health service settings. He participates on the Bazelon Center for Mental Health Law board, New York’s Most Integrated Settings Coordinating Council, and the Governor’s Adult Care Facilities Work Group, and has served on numerous coalitions advocating for healthcare equality and improved mental health services.
