SAMHSA Announces FY 2015 – 2018 Strategic Plan “Leading Change 2.0: Advancing the Behavioral Health of the Nation”

The Substance Abuse and Mental Health Services Administration (SAMHSA) announced its new strategic plan outlining how SAMHSA will continue to increase awareness and understanding of mental and substance use disorders, promote emotional health and wellness, address prevention of substance use disorders and mental illness, increase access to effective treatment and support recovery.
Over the next four years SAMHSA will be expanding its focus on health systems integration to address the treatment needs of persons with mental illness, serious mental illness, and substance use disorders. SAMHSA is also committed to working with the Health Resource Services Administration (HRSA) and other professional associations to address training, data, and financing issues for behavioral health professions.
SAMHSA’s Leading Change 2.0 outlines six Strategic Initiatives for meeting SAMHSA’s mission, new and existing goals, and vision. These Strategic Initiatives include:
- Prevention of Substance Abuse and Mental Illness
- Health Care and Health Systems Integration
- Trauma and Justice
- Recovery Support
- Health Information Technology
- Workforce Development
Leading Change 2.0 will also guide SAMHSA in:
- Setting budget and policy priorities
- Managing key investments such as grant, contracts, technical assistance and expertise
- Engaging public and private partners at every level
- Tracking and disseminating progress
This strategic plan was developed by SAMHSA’s Executive Leadership Team and staff, in partnership with a diverse group of stakeholders, and with input from the public. This process was shaped from lessons learned from the original strategic plan, “Leading Change: A Plan for SAMHSA’s Roles and Actions 2011 – 2014,” and the evolving needs of the behavioral health field.
“Leading Change 2.0 provides a glimpse into the incredible work and reach of this small federal agency,” said SAMHSA Administrator Pamela S. Hyde. “This document lays out six Strategic Initiatives that will guide SAMHSA’s work over the next four years. These Strategic Initiatives encompass all types of approaches and services, all populations, and all parts of the substance abuse and mental health fields. Taken as a whole, and in conjunction with SAMHSA’s other documents and leadership efforts, SAMHSA will have a busy four years.”
The direction provided by Leading Change 2.0 will help ensure that SAMHSA will continue to bear the most cutting edge, effective means for meeting its mission of proving that behavioral health is essential to health, prevention works, treatment is effective and people recover.
