February 6, 2015 by Chris Liu-Beers

NYAPRS Note: The entire nonprofit community remains shocked about the recent announcement that the Federation of Education and Guidance Services (FEGS) will close in April. FEGS has been a long time, very supportive NYAPRS member whose staff have touched the lives of thousands of people with psychiatric disabilities. The following details come to us from an article by Nidhi Prakash for Capital NewYork PRO, a subscription service. Subscribers can find the entire story at

http://www.capitalnewyork.com/article/albany/2015/02/8561741/fegs-closes-314-m-service-contracts-redistributed).

  • FEGS will officially close in April.
  • It has $200+ million contracts in NYC and $114 million across the rest of the state.
  • It has been serving 135,000 individuals annually.
  • The state has responsibility for ensuring continuity of care for those being served under state contracts.
  • Under state oversight, the state agency that holds the contract has the responsibility for bringing in other nonprofits to assume contracts.
  • FEGS has $80.4 million in contracts with the NYS Office of Mental Health and $16 million with the state Office for Persons with Developmental Disabilities. It has $10.6 million with the NYC Department of Health and Mental Hygiene and $146 million with the NYC Department of Social Services.
