Crain’s quotes Michael Sparer, chair of health policy and management at Columbia’s Mailman School of Public Health as follows: “The concept of DSRIP, which grants states a finite pool of money that is earned based on performance incentives, could prove palatable to a Trump administration, which has expressed interest in turning Medicaid into a block-grant program. The waivers are designed to give flexibility, which is in line with block grants.”
On this subject, DOH has just announced that the Mid-Point Assessment of New York’s Delivery System Reform Incentive Payment (DSRIP) Program that is being prepared by state vendor PCG, will be released for public comment on November 29.
We’ll be looking to see that rate at which Performing Provider Systems are contracting with Community Based Organizations, an issue that NYAPRS and a broad array of stakeholder groups including the state’s Project Approval Oversight Panel have emphatically raised throughout the past year or so.

The current timelines for the Mid-Point Assessment anticipated the release of the Independent Assessor’s (IA) initial recommendations for PPS review on November 10, 2016 and for release to the public on November 17, 2016. In developing the initial recommendations, the IA requested additional time for the delivery of the initial recommendations to allow for sufficient time to review and analyze the significant amount of data available to them as part of this process. Given the importance of the Mid-Point Assessment to the overall DSRIP program, DOH has agreed to modify the schedule for the Mid-Point Assessment as documented in the table below.

The revised timeline still allows for two public comment periods on the Mid-Point Assessment recommendations and for the Project Approval and Oversight Panel (PAOP) to convene as scheduled on January 31, 2017.
