GOP Racing to Resuscitate ACA Repeal Bill, Approve Budget

NYAPRS Note: Politico and CNN report today Republicans are racing to put the finishing touches on legislation dismantling large parts of Obamacare in hopes of getting it to the House floor for a vote shortly after lawmakers return to Washington.
House and White House negotiations are focusing on three areas identified before the congressional recess: essential health benefits, community rating and guaranteed issue. According to CNN, “the work has centered on what the triggers would be for states to opt out of those regulations and how much money could be added to the bill to address concerns that the regulations would essentially undercut the existing ban on insurers discriminating on the basis of pre-existing conditions.”
Congress will have just four days after it returns to strike a deal to keep the government open. And April 29 marks President Donald Trump’s 100th day in office — a milestone that risks passing without clear progress on repealing Obamacare.
According to Politico, Rep. Tom MacArthur (R-N.J.) has been working with GOP leaders and the White House to towards bridging the gap between the party’s more moderate wing and its hardline conservatives.
The prospect of the government shutting down around the 100-day milestone is not lost on White House and congressional officials. Funding for most departments and agencies of the federal government runs out on April 28.
