AHCA Requires NYS to Fully Assume Local Share of Medicaid by 2020

The GOP healthcare legislation that passed the House yesterday keeps in the so-called “Collins-Faso amendment” — named for sponsors NYS Reps. Chris Collins and Faso — that would require New York to take over the Medicaid costs currently covered by counties by 2020. That could apparently cost the state $2.3 billion (a year for 3 years).

Here’s what Rep. John Faso and Governor Cuomo had to say about it:

Gov. Andrew Cuomo:
“Sadly, some representatives in New York have sold their vote and turned their backs on the very constituents they represent. This bill is a targeted assault against our values, punishing New Yorkers because we support women’s reproductive rights and including the Collins/Faso amendment which would devastate the state’s health care industry, put millions of New Yorkers at risk, and increase the total cost of this bill on New York to $6.9 billion.

U.S. Rep. John Faso:
“The AHCA contains a provision I authored to eliminate the ability of New York State as of 2020 to impose Medicaid costs on county property taxpayers. For a typical homeowner or commercial property owner residing in the 19th District, Medicaid costs represent over 40 percent of their county property tax burden. …The provision I authored will bring much-needed property tax relief and keep people and jobs in Upstate New York.”
