Mental Health Program Manager 1 Posting
The Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, to function as the Director of the Bureau of Inspection and Certification within the Division of Community Program Management & Managed Care. Under the general direction of the Senior Deputy Commissioner for Community Program Management and Managed Care, the Mental Health Program Manager 1 will serve as the Director of the Bureau of Inspection and Certification. The incumbent will manage and direct inspection and licensing staff located in Central Office and in the five OMH Field Offices.
Duties to be performed will include, but not be limited to, the following:
· Manage the review, approval, and issuance of licenses to approximately 1800 mental health programs (inpatient, outpatient, and residential) on behalf of the Commissioner pursuant to the Mental Hygiene Law. (Reviews include approval of treatment services, staffing, recipient rights, and physical plant.)
· Oversee and coordinate OMH licensing policy to assure consistent interpretation and application on statewide basis.
· Provide policy advice to OMH executive management on licensing issues.
· Coordinate and monitor statewide on-site inspections conducted by staff in OMH Field Offices.
· Manage the review and licensing of DOH part-time clinics/diagnostic & treatment centers and monitoring mental health services in certain adult homes in cooperation with DOH and CQC.
· Direct implementation of licensing activities affecting mental health programs, consistent with evidence-based practices, such as Assertive Community Treatment (ACT) program, PROS program, Child and Family Clinic Plus, and Berger Commission implementation.
· In Collaboration with the Department of Health and the Office of Alcohol and Substance Abuse Services develop regulations to promote integrated care.
· Direct and issue enforcement against providers as necessary.
· Direct the review and closure of licensed providers to protect the safety of recipients or to protect the interests of N.Y.S.
· Provide expert testimony during administrative hearings and other legal proceedings (e.g. grand jury testimony) related to OMH policies and actions.
· Direct the OMH Prior Approval Review (PAR) process to establish new treatment programs, approve major changes in existing licensed programs, manage site reviews, and approve new construction proposals. Present PAR applications to Behavioral Health Service Counsel.
· Issue PAR decisions on behalf of the Commissioner pursuant to the Mental Hygiene Law to approximately 300 PAR projects annually after review of public need, character and competence, fiscal viability, compliance with licensing standards and OMH policy.
· Provide expert advice concerning the licensing perspective on various workgroups initiated by the Commissioner to restructure the mental health system.
· Coordinate statewide certification reform with DOH for Article 28 mental health clinics
· Manage Bureau professional staff and support staff.
Minimum Qualifications:
Candidates must have:
A bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
• Policy development for a statewide mental health, public health, health care, and/or managed care program.
• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
• As a county director of mental health.
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
