Background: Passage of the HALT bill will replace the torture of long-term confinement in a ‘Box’ the size of an elevator with a small window with rehabilitative treatment… and ban it for certain groups including people with mental health conditions* (see details below).
BUS RESERVATION INFO
People can RSVP here TODAY to reserve seats on buses leaving Rochester, Buffalo, New York City and Long Island bus at http://bit.ly/HALTsolitaryJan21. Please note that this Advocacy Day differs from NYAPRS Annual Legislative Day on February 25.
BUS PICK UP INFORMATION
NYC: Free buses will be picking up at Union Square — 14th Street and 4th Avenue, outside the Walgreens. Meet there at 6:00 am.
Buffalo: Free buses will be picking up from the University Station Park and Ride at the Main Street and Capen Boulevard entrance at the U.B. South Campus. Meet there at 5:15 am.
Long Island: Free bus will be picking up from 1725 Brentwood Road in Brentwood at 5:45 am and then possibly picking up from Christopher Morley Park, 500 Searingtown Road North in Roslyn at 6:30 am. More details later today.
Rochester: Free bus will be departing Vertus High School at 21 Humboldt Street in Rochester. Meet there at 5:45 am.

Please note this schedule is likely to change during the course of the day. Especially because of the uncertainty related to the Governor’s Budget Address, we are likely to have to modify plans in the moment. We ask for everyone’s patience and flexibility and thank you in advance.
10 am: Arrival at Hearing Room C of the Legislative Office Building for Brief Orientation and T-shirt and Lunch Voucher Pick-up (if needed)
10:30 am: March from Hearing Room C to Million Dollar Staircase.
If you arrive past security after 10:30 am, go straight to Million Dollar Staircase in the Capitol between the 3rd and 4th Fl. (At the top of the escalator go to the left and ask at the info desk for Million Dollar Staircase.) Virtual Reality Solitary Experience in Hearing Room C from 11 am to 4 pm
11 am: Press Conference and Rally on the Million Dollar Staircase in the Capitol
11:45 am: March from Capitol to Concourse
1:15 pm: Lunch Break
Lunch vouchers for use at the cafeteria on the Concourse will be available in hearing room C for those who need them. For those who can bring their own lunch or cover the cost of their lunch, please do. But otherwise lunch vouchers are definitely available – please pick them up in hearing room C.
2-4pm pm: Capital Events
4 pm: Make way to McDonald’s at the end of Concourse for Pizza and Closing
4:45 pm: Board Buses for 5 pm Departure

*More on HALT Bill Provisions. HALT passage will:

limit isolated confinement to 15 consecutive days after which people could be moved to special rehabilitative and therapeutic units with 6 hours per day of out of cell programming,
-
end long term confinement (no one could be held in isolated confinement more than 15 consecutive or 20 days in any 60 day period) and
-
ban special populations from isolated confinement who are 21 years or younger, 55 years or older, have a physical, mental, or medical disability or are pregnant or new moms.
