Alliance Alert: Interested in learning more about improving access to social security benefits for people who have mental health and substance use challenges and experiencing housing insecurity? Join the National Council for Mental Wellbeing’s upcoming webinar on the innovative SSI/SSDI Outreach, Access and Recovery (SOAR) program.
Over the last 19 years, the SOAR approach has been used to assist over 109,000 people who were experiencing or at risk of homelessness to apply for Social Security’s disability programs, Supplemental Security Income (SSI) and/or Social Security Disability Insurance (SSDI).
Of the applications assisted using SOAR, 65 percent, representing 59,101 persons have been approved for SSI/SSDI upon initial application since SOAR began. An additional 9,292 persons, whose applications were denied initially, were approved on reconsideration or appeal. Taken together, since 2006, the SOAR approach is responsible for assisting 68,393 persons who were experiencing or at risk of homelessness to access Social Security disability benefits.

SSI/SSDI Outreach, Access and Recovery (SOAR) is a culturally sensitive and trauma-informed program developed by the Substance Abuse and Mental Health Services Administration (SAMHSA). Its mission is to improve access to Social Security disability benefits, particularly for people who have behavioral health and/or co-occurring disorders and are experiencing or at risk of homelessness. Accessing SOAR and Social Security disability (SSI/SSDI) benefits can be a vital step in the recovery journey, offering a stable source of income. The program serves diverse populations across all age groups and operates within complex systems, creating a community infrastructure that teaches and empowers case workers to navigate the Social Security disability process more effectively.
