Duties Description- Develop and Implement Employment First Strategic Plan: Develop and implement a comprehensive Employment First strategic plan that aligns with state and federal disability policy and promotes inclusive employment practices.
– Coordinate with State Agencies: Collaborate with? identified members of the Executive Chamber and state agency partners with primary responsibility for providing services directly to people with disabilities or providing financial needs-based assistance to ensure coordinated and effective implementation of Employment First initiatives and principles.
– Lead Steering Committee Efforts: Develop meeting agendas, co-facilitate Employment First Steering Committee and Advisory Council meetings with the New York State Chief Disability Officer and work actively with committee members between meetings to drive progress and achieve targeted outcomes.

– Build Partnerships: Coordinate and direct Employment First staff to establish and maintain partnerships with employers, disability service providers, and other stakeholders to create opportunities for individuals with disabilities to access and progress integrated competitive employment.
– Supervise Employment First Team Members: Provide direction and supervision to Employment First team members hired to assist in the development and implementation of Executive Order 40.
– Monitor and Evaluate Outcomes: With other Employment First team members, track and measure the progress of Employment First initiatives, including employment rates, wages, and job satisfaction among individuals with disabilities.
– Provide Technical Assistance: With other Employment First team members, offer technical assistance and training to local service providers and employers on best practices in inclusive employment.
– Promote Awareness: With other Employment First team members, raise awareness of all initiatives and the benefits of inclusive employment among individuals with disabilities, employers and the general public.
– Additional duties as requested.
Qualifications
Bachelor’s degree in public administration, social work, rehabilitation counseling, or a related field and six years of experience in the field of disability services or employment. J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
– Strong understanding of disability policy, labor market trends, and best practices in employment services.
– Proven ability to develop and implement strategic plans.
– Excellent communication and interpersonal skills.
– Experience working with diverse populations, including individuals with disabilities and their families.
– Ability to work independently and as part of a team centered upon the Office of the Chief Disability Office.
– Experience in developing and managing public-private partnerships.
– Understanding of Employment First principles and employment rehabilitation services offered by NYS Agencies.
– Familiarity with data analysis and reporting.
– Certification in disability-related field (e.g., Certified Rehabilitation Counsel).
