Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Special Assistant, NS, position. The incumbent of the Special Assistant position will serve as the Director of Planning and will lead the Office of Planning in the coordination of OMH’s Agency-wide strategic planning efforts and the development of OMH policy surrounding new initiatives, including State-operated service transformation and reinvestment, regional planning, and overall agency program performance management. Additionally, the incumbent will provide direction to senior level staff by identifying goals and objectives for all programs within the agency and helping align responsibilities and work plans with the shared mission and objectives of the agency. Combined, these strategic planning efforts will set program priorities and performance measures across the agency to increase efficiencies and provide decision support to agency managers as OMH leans operations and better aligns agency resources and functions with priority goals. Specific duties include, but are not limited to, the following: Manage and direct statutorily mandated planning processes required under Section 5.07 of the Mental Hygiene Law

Develop and oversee the development the agency’s core planning documents

Provide technical assistance to Counties relative to compliance with requirements of Article 41 of the Mental Hygiene Law and assist Counties with completion of local services plans.

Direct the collection, analysis, and interpretation of data relative to OMH strategic priorities, and coordinate with other Mental Hygiene agencies.

Coordinate OMH policy with federal and state health reform initiatives and develops policy necessary to implement federal and state health care reform changes.

Strengthen local and regional services planning for new public mental health service models via the local services planning process.

Assist the Commissioner with the development of policy related to health care reform efforts that represent a shift from inpatient services to community-based services and the continued movement to a managed care environment for the delivery of mental health care.

Develop policy documents to support implementation of such efforts (i.e. Requests for Proposals, policy articulation documents, regulations, legislation, etc.)

Direct the coordination and facilitation of OMH’s strategic planning efforts, at all levels of the agency.

Maintain and oversee the OMH current strategic framework performance data dashboard.

Direct the data collection function in each region of New York State; Employ a LEAN data collection plan to efficiently focus data collection efforts to achieve desired outcomes in a timely manner.

Oversee an upcoming strategic planning process and manage relationships between consultants and agency staff.

Coordinate activities with other human services agencies to eliminate barriers to service delivery to individuals with mental health and other co-occurring needs.

Manage efforts to improve coordination across human services agencies to implement integrated care systems, and reduce programmatic and systemic inefficacy.
Minimum Qualifications The Special Assistant position is in the exempt jurisdictional class; therefore, there are no established minimum qualifications. The preferred qualifications based on the duties and responsibilities require a candidate with professional education, training, and experience in mental health, public policy and intergovernmental relations. Moreover, a candidate should also possess knowledge and experience of local and community mental hygiene services, services provided to a broad range of populations (including children, veterans, and forensic). Such broad and diverse experience will provide a candidate with the knowledge and skills necessary to effectively analyze and evaluate the systemic impact of changes in mental health services on the healthcare systems that are critical to the patients we serve.
